Abstract

This study is based upon the first and foremost assumption that even the best policy cannot function adequately without sufficient recognition to those who need it. The main purpose of the present study is to examine the potential factors which might affect the level of recognitions of welfare services for the elderly promoted by both central and local governments. Importantly, this study focuses on the level and types of networks that the elderly possess. The primary results are as follows. First it is the general impression from the survey data that average recognition levels are considerably low for all five service programs. Second, the correlation analysis shows that the recognition level of service are correlated with statistical significance with education, health status, economic status, service demands, and social networks of the elderly. Lastly, among many, education, health status, service demand, and intimacy with neighbors significantly affect the level of service recognition.
